All vehicles imported into the USA must comply with The FMVSS unless the vehicle is over the age of 25 years old based on date of manufacture. If the vehicle is over 25 then it is FMVSS and EPA exempt. Hawaii DOT does not recognize this section and is continuing to fight to ban the registration of these cars.
